Plates registered in Bagmati Province are reported to lead with बा. Directly attested on a real, quoted Bagmati Province plate number: “बागमती प्रदेश 02 'बा' ४३ प ८६५०” (Bagmati Province, TMO serial 02, province code बा).

Personally owned motorcycles, cars, jeeps and vans for private use. Under the pre-2020 colour-coded system reported by Wikipedia, this category used a red plate, white lettering. Nepal's current embossed plates (rolled out nationally from BS 2077, roughly 2020) reportedly use a uniform white background with black lettering instead, so this colour may no longer be what you see on the road.

Three things a Nepali plate is understood to encode
A province indicator, a category (implied by colour, historically), and a class letter next to the number.
Province indicator
A short Devanagari code plus the issuing Transport Management Office's serial number, showing where the vehicle is registered.
Category & colour
Private, public/commercial, government, corporation, tourist or diplomatic, historically shown by plate colour, uniform white/black on today's embossed plates.
Class letter
A single Devanagari letter before the registration number, reported to mark the vehicle's class, motorcycle, car, heavy vehicle, within its category.

What does the first part of a Nepali number plate mean?+
It's a province indicator, a short Devanagari abbreviation showing which of Nepal's 7 provinces the vehicle is registered in, followed by the serial number of the Transport Management Office within that province that issued it. Only Bagmati Province's code (बा) is backed by a real quoted plate example found in this research; several other provinces' exact codes could not be independently confirmed.
Do plate colours still tell you what kind of vehicle it is?+
Maybe not anymore. A pre-2020 system (1983-2019, per Wikipedia) colour-coded plates by category, red for private, black for public/commercial, white with red text for government, yellow for public corporations, green for tourist and blue for diplomatic. Nepal's current embossed plates, rolled out nationally from BS 2077 (around 2020), reportedly use a uniform white background with black lettering instead. Many still-published articles keep describing the old colours as current, which is a genuine point of confusion in the public record, so don't rely on plate colour alone.
What does the letter right before the registration number mean?+
It's reported to indicate the vehicle's class within its category, for example प for a private motorcycle, च for a private car/jeep/van, क for a private heavy vehicle, ज for a light commercial vehicle and ख for a heavy commercial vehicle. This comes from a single secondary source, so treat it as indicative rather than an official DoTM table.
Is this an official DoTM lookup tool?+
No. It's a plain-language explainer built from public secondary sources, since no official, publicly posted DoTM code table could be located. It cannot verify a specific real plate or vehicle. For anything official, check your vehicle's bluebook or contact your province's Transport Management Office / DoTM.
Why do some of the province codes show as unverified?+
Because research turned up genuinely conflicting or unsourced claims for them. One blog publishes a full seven-province table, but it cites no source and its Bagmati entry contradicts a real plate number quoted in Nepali media, so it wasn't used. Rather than guess, provinces without a corroborated code are shown as unverified here.
