Anyone promising months is not describing Nepal.

Melamchi's headworks were destroyed in June 2021. Reconstruction was hoped to begin in 2025 and is targeted for 2028. That is roughly seven years, for one headworks, on a scheme the state cared about enormously. Rasuwa lost fourteen hydropower facilities, a customs corridor, 40 km of road and at least 19 bridges, in a harder place to reach.

What “rebuilt” has actually meant in Nepal

The nearest precedent is Melamchi: a cascading Himalayan flood that destroyed the headworks of a scheme three decades in the making.

The phases

Five stages, and they do not run at the same speed

The parts of recovery that are visible move fast. The parts that determine whether this happens again move slowly, or not at all.

  1. 01

    Search, and the end of hope

    Days 1–14

    Air-supported search continues while the river is high. The transition from rescue to recovery is usually made within two weeks, and for several hundred of the missing there will be no body and no certainty. Families face a legal process for declaring death in absentia before any compensation moves.

  2. 02

    Access restored, badly

    Weeks 2–12

    Bailey bridges, already being installed by the Department of Roads, restore single-lane access to the worst-cut sections. Helicopter dependence falls. This phase moves fast because it is visible, and because Nepal is genuinely good at it.

  3. 03

    Power back on the grid

    3 months – 2 years

    The nine operating plants come back unevenly. Plants with intake and headworks damage return within months; those with penstock, powerhouse or substation destruction take far longer. The five projects under construction face renegotiated timelines and contested insurance, and some will not be completed on their original terms.

  4. 04

    The trade corridor

    1–3 years

    Rasuwagadhi customs will reopen in some temporary form well before it is properly rebuilt, because Nepal's China trade has nowhere else to go. Whether it is rebuilt in the same exposed place is the decision that determines whether this section gets written again.

    Basis: The 2025 precedent: reopened in degraded form, still not resilient when 2026 arrived.

  5. 05

    Full reconstruction

    5–8 years

    Permanent bridges, realigned road, rebuilt settlements, restored headworks. The Melamchi precedent for a single headworks was roughly seven years. Rasuwa lost more, across a longer corridor, in a harder place to reach, and will be competing for the same limited capital budget.

These windows are Amarnepal's projection, built from documented Nepali and Himalayan precedents rather than from any official reconstruction plan, because no such plan exists yet. They are offered because the alternative, in the weeks after a disaster, is a vacuum that gets filled with promises of months. Treat them as the shape of the problem, not as dates.

These are the events the projection is built from. Note what they have in common: in each case the visible infrastructure came back, and the conditions that caused the disaster did not change.

“Rebuilt” is the wrong success measure

Rasuwa was rebuilt after July 2025. That is precisely the problem. The corridor was restored to its previous condition on its previous alignment, and its previous condition was destroyed again thirteen months later, killing several hundred people instead of nine.

The measure that matters is not when the road reopens. It is whether, when it reopens, there is a telemetry station on the lake above it, a phone number in Gyirong that Kathmandu can call, and a siren in Timure. Those can all be delivered inside a year. None of them will be, unless someone keeps asking.

Rebuilding Rasuwa

How long will it take to rebuild Rasuwa after the 2026 flood?+

Years. Access on bailey bridges returns within weeks, and Nepal is genuinely good at that phase. Full reconstruction of permanent bridges, a realigned road, rebuilt settlements and restored hydropower headworks is realistically a five to eight year horizon. The nearest Nepali precedent is the Melamchi Water Supply headworks, destroyed in June 2021, with reconstruction hoped to begin in 2025 and completion targeted for 2028: roughly seven years for a single headworks.

When will the damaged hydropower plants come back online?+

Unevenly, over roughly three months to two years. Plants with intake and headworks damage return within months; those with penstock, powerhouse or substation destruction take considerably longer. The five projects under construction, totalling 394 MW, face renegotiated timelines, contractor claims and contested insurance, and some will not be completed on their original terms.

When will the Rasuwagadhi border reopen?+

In some temporary form well before it is properly rebuilt, because Nepal's overland trade with China has nowhere else to go. The July 2025 precedent is instructive: the crossing was restored in degraded form and was still not resilient when the 2026 flood arrived. The meaningful question is not when it reopens but whether it reopens on the same exposed alignment.
