What does the "malpot minimum" valuation mean?+

Each Land Revenue (Malpot) office sets its own minimum valuation for land and buildings in its area, used as a floor for registration purposes. If the price you and the buyer/seller agree on is below this minimum, the registration fee, and CGT, is charged on the higher malpot figure instead of your lower agreed price. If you agree a price above the malpot minimum, your agreed price applies.

Who pays the land registration fee, buyer or seller?+

By convention in Nepal, the buyer bears the registration fee (rajistresan dastur) at the time of transfer, since it is effectively the cost of acquiring clean title. It is not a legal requirement that the buyer pays, the parties can agree otherwise, but buyer-paid is the near-universal practice.

Does the registration fee include capital gains tax (CGT)?+

No. The registration fee and capital gains tax are two separate charges collected at the same registration event. The registration fee is a percentage of the transaction value paid mainly by the buyer, while CGT is a tax on the seller's gain (sale value minus purchase cost). Why do the registration rates differ by local body type?+

Metropolitan and sub-metropolitan cities, municipalities and rural municipalities each set their own registration fee band, with metropolitan/sub-metro areas typically the highest (around 4%), municipalities in between (around 3.5%) and rural municipalities the lowest (around 3%). These are indicative bands, individual offices can and do vary, so confirm the exact current rate at your Malpot office.

Why doesn't this calculator compute a fee for gift or family transfers?+

Malpot rules often reduce or waive the registration fee for transfers between close relatives (for example, parent to child or between spouses), but the exact concession depends on the specific relationship degree and the office's current directive, which changes and isn't standard across offices. Rather than guess, this calculator shows a note and asks you to confirm the figure at your Land Revenue office.
