What happened
After the 1960 coup, Mahendra institutionalised royal rule in the Panchayat constitution of 16 December 1962: political parties were banned, and village, district and national councils — all ultimately answerable to the palace — replaced parliamentary politics under the slogan of a system 'suitable to the soil'. The crown controlled the army, the administration and constitutional amendment.
King Birendra (acceded 1972) faced rising dissent. After the 1979 student protests, he conceded a national referendum: in May 1980 the reformed party-less Panchayat won 55% to 45% for multiparty democracy, amid claims of state manipulation. Cosmetic reforms followed (direct elections to the national council, but on a party-less basis).
Through the 1980s the banned Nepali Congress and communist factions organised underground and in exile. By early 1990, with the Cold War ending and India applying a trade-route squeeze, the opposition united — setting the stage for the Jana Andolan.
