Dealing with water supply and sanitation problems in Nepal
Intermittent piped supply, tanker water, septic tanks and a distribution network that draws contamination in when the pressure drops. How Nepal's water system actually works and who to complain to when it fails.
Almost nobody in Nepal has continuous piped water. What most households have is an intermittent supply: water arrives in the pipes for a few hours, on some days, and the household's real water system is the tank on the roof, the drum in the courtyard and the jar delivered by a man on a motorbike. The utility supplies the water; the household stores, treats and rations it.
That arrangement is not merely inconvenient. It is the single biggest reason Nepali tap water cannot be trusted. When a distribution pipe is empty for twenty hours a day and sits in ground that also carries sewage and surface runoff, contaminated water gets drawn in through joints and cracks. When supply resumes, that contamination is pushed into households. This is why water that was clean when it left the treatment plant is not clean when it reaches your tap, and why boiling or filtering at the point of use is not paranoia.
The sanitation side has a similar structure. Nepal made real and well-documented progress on getting households to use toilets, and that campaign is one of the country's public health successes. What did not follow at the same pace was what happens to the contents. Most urban Nepali households have a septic tank rather than a sewer connection, most septic tanks are emptied by private tankers, and a great deal of that sludge does not reach a treatment facility. The waste has moved out of sight rather than out of the water cycle.

Who is actually responsible for your water
Nepal's water sector has more layers than most people realise, and knowing which layer owns your problem is the difference between a complaint that gets fixed and one that gets forwarded.
At federal level, the ministry responsible for water supply sets policy and the Department of Water Supply and Sewerage Management handles standards, large schemes and technical oversight. The national drinking water, sanitation and hygiene policy and the drinking water and sanitation rules are published at this level and are the framework everything else operates within. This layer does not fix your leaking connection.
Nepal Water Supply Corporation is the national utility and operates piped systems in many towns and cities. If you pay a bill to NWSC, they are your service provider and their branch office is where a supply complaint starts.
In the Kathmandu valley the arrangement is split. Kathmandu Upatyaka Khanepani Limited — KUKL — is the operator that runs the network and bills customers, while the Kathmandu Valley Water Supply Management Board owns the assets and oversees the operator under a licence arrangement. For a service problem you go to KUKL; if KUKL is failing systematically, the board is the layer above it.
In rural areas and small towns, water supply is very often a community scheme run by a water user committee — an elected local body that maintains the intake, the pipes and the tap stands and collects a small tariff. Around half a century of Nepal's rural water infrastructure has been built and run this way. If your water comes from a community scheme, your complaint route is the committee, then the ward, then the municipality.
And in every case the local government — the rural or urban municipality — has a statutory role in water and sanitation service delivery within its area. It is the escalation point when a provider is not performing, and in many places it is the provider. When you cannot work out who owns a problem, the ward office is the right place to ask.
Getting a supply problem fixed
Establish what kind of problem it is before you complain, because different problems go to different places. No water at all in a whole neighbourhood is a network or source problem. No water in your house while neighbours have it is usually a connection, meter or internal plumbing problem. Low pressure at the top of a building when the ground floor has water is a building problem, not a utility one.
Check the supply schedule. Most Nepali systems distribute on a rota, and the single most common 'no water' complaint is that the household has lost track of which day and which hours their zone receives supply. Ask your provider for the current schedule for your area — it changes, particularly between wet and dry seasons.
Report it to the provider properly. Go to the branch office or use the published complaint channel, give your customer number from the bill, describe the problem specifically and get a complaint reference. A verbal complaint to a meter reader is not a complaint. Written, referenced complaints get acted on; conversations do not.
Follow up in writing after a reasonable interval and keep copies. In Nepal as everywhere, a documented trail of unanswered complaints is what makes escalation work.
Escalate to the local government if the provider does not act. The ward office and the municipality have a direct interest and considerably more leverage over a utility than an individual household does. A ward-level complaint on behalf of several households is more effective again.
For systemic failures — a scheme that has not delivered water for months, a project that was funded and never completed, contamination that is making people ill — the Department of Water Supply and Sewerage Management and the ministry are the federal escalation, and a right to information request is a legitimate tool for finding out what was funded and what was built.
Where a provider is unresponsive and the issue is a paid-for service not being delivered, it is also a consumer matter, and the Department of Commerce, Supplies and Consumer Protection handles consumer complaints about services.

Why the water is unsafe even when it arrives
The mechanism is worth understanding, because it explains why treating water at home is not optional in most of Nepal and why 'the tap water looked clean' proves nothing.
In a continuously pressurised system, water only ever flows outward. A crack in a pipe leaks clean water into the ground. In an intermittent system the pipes empty between supply periods, and while they are empty the pressure inside is at or below atmospheric. Any crack or loose joint that sits in wet ground — and in Nepali towns water pipes and sewers frequently share a trench — then admits whatever is in that ground. When the supply is turned back on, the first water through the pipe carries it into homes.
This is why the highest-risk water is often the first water of a supply period, and why long-standing local advice to let the tap run for a while before collecting drinking water has a real basis. It is a mitigation, not a solution.
The second contamination point is household storage. A roof tank that is never cleaned, has a missing or ill-fitting lid, or is fed by a pipe that also sits in a dirty sump becomes its own reservoir of biological growth. Cleaning storage tanks properly at least a couple of times a year is one of the highest-value things a household can do, and almost nobody does it.
The third is the pattern of illness this produces. Diarrhoeal disease, typhoid and hepatitis A are all water-associated and all show seasonal peaks in Nepal, particularly through the monsoon when contamination and flooding rise together. A cluster of stomach illness in one household or one street is a water signal, not a coincidence, and it is worth reporting to the provider and to the local health post because it tells them where the network is failing.
The practical conclusion is unglamorous: treat drinking water at the point of use, keep storage clean and covered, and treat the utility's supply as raw material rather than a finished product. Tanker water, jar water and what you are actually buying
When the pipes fail, Nepal's real water market takes over. Tanker water is sold by the load for washing, flushing and general household use. Jar water — the twenty-litre polycarbonate bottle — is sold for drinking. The two are completely different products with completely different risks, and households sometimes use them interchangeably.
Tanker water is not drinking water and should not be treated as such. Its source is frequently a groundwater borehole of unknown quality, the tanker itself may not be cleaned between loads, and there is no meaningful chain of custody. Use it for washing and flushing; treat it before any contact with food or drinking.
Jar water is a regulated product in principle. Bottled and jar drinking water in Nepal is subject to quality standards and to oversight by the food and standards authorities, and legitimate producers are licensed and their product is standard-marked. In practice the market includes both licensed producers and refilling operations of unknown quality, and the jar arriving at your door looks identical either way.
So check the brand and the seal. Buy from a supplier who can tell you the producer, look for the certification marking, and reject a jar whose seal is broken or whose cap has obviously been reused. Refilled jars sold as new are a known problem and the visual difference is small.
Understand the cost. Households that rely on tanker and jar water spend a substantial and recurring amount that never appears in any figure about water tariffs, and it falls hardest on poorer households in the worst-served areas. If you are budgeting for a house or a rent, ask specifically about the water situation — the difference between a reliable connection and a tanker-dependent one is real money every month.
And if you are on tanker water permanently, look at the alternatives properly: a deeper storage tank that lets you capture more of a short supply period, a rooftop rainwater harvesting arrangement for the monsoon months, and a household treatment system sized for actual drinking and cooking use rather than for the whole supply.
Septic tanks, drains and sewerage
Most Nepali households outside a few sewered core areas have a septic tank. It is a settling chamber, not a treatment plant: solids settle, liquid drains away, and the accumulated sludge has to be removed periodically. A tank that is never emptied stops working and starts discharging effectively untreated waste.
Get it emptied on a sensible cycle rather than when it overflows. The interval depends on tank size and household size, and the practical signal is slow drainage, smell and backing up — by which point you are already past due. Emptying is done by private tanker operators in most places.
Ask where the sludge goes. This is the question nobody asks and it matters, because a substantial part of Nepal's collected faecal sludge does not reach a treatment facility. Municipalities that have designated disposal or treatment points are better than those that do not, and using an operator who uses them is a real public good even if you never see the benefit.
For sewer connections where they exist, blockages and overflows are the operator's problem and should be reported in the same way as a supply fault, with a reference. Persistent overflow into a street or a river is also an environmental and health matter and worth raising with the ward.
Storm drainage is a separate system in principle and frequently the same system in practice, which is why monsoon flooding in Nepali towns carries sewage with it. If your street floods every monsoon, that is a municipal drainage issue and it is worth a collective ward-level complaint rather than an individual one — drainage is fixed by street, not by house.
Finally, the household hygiene basics do more than any of this for a family's health: handwashing with soap at the right moments, keeping the toilet separated from stored water and food preparation, and treating drinking water.
