Nepal's Public Service Commission (Loksewa Aayog) runs an online recruitment portal where applicants create one profile, fill personal and educational details, apply to advertised posts, upload a photo and signature, pay the fee digitally, and download an admit card before the exam. Each of the seven provinces also operates its own separate provincial PSC portal.

What Loksewa and the PSC online system are
Loksewa is the everyday name for the work of Nepal's Public Service Commission (Loksewa Aayog), the independent constitutional body responsible for selecting candidates for the civil service and many other government posts. The Commission was established on 15 June 1951 and is headquartered at Kamalpokhari in Kathmandu. Its status, functions and structure are defined in Part 23 of the Constitution of Nepal, and it is widely regarded as one of the most credible recruitment routes in the country.
Recruitment is run through an online recruitment management system. Two web addresses matter: the main website psc.gov.np publishes advertisements (vacancy notices), syllabuses, accepted/rejected lists, examination-centre notices and results, while the application portal psconline.psc.gov.np (the "Online" link) is where candidates actually register, build a profile, apply to posts, pay fees and obtain admit cards. The two work together: you read notices on the main site and act on them through the online portal.
Create a profile and register
Everything starts with a single user account on the online portal. New applicants choose a login username (the portal calls it the "Screen Name") and a password, supply a valid email address, and confirm their registration. This one profile is reused for every future application, so the email and password should be kept safe and recoverable. Returning users simply sign in with their Screen Name and password; a "Forgot Password" option can reset access by email.
Because a single profile can be used to apply to many different advertised posts over time, accuracy at registration matters. Candidates are expected to enter their own genuine details, as the same record carries through to scrutiny of every application made from that account.
Complete personal and educational details
After logging in, applicants complete their profile across the portal's tabs. The Personal section captures identity, citizenship, address and contact information; education sections record academic qualifications and the marks or grades that determine eligibility for particular posts. Eligibility for any vacancy depends on the requirements written into that vacancy notice, typically covering citizenship, minimum educational qualification and an age range that varies by post and category.
- Fill the Personal tab: name, citizenship details, date of birth, address and contact information.
- Add educational qualifications and results that match the minimum level required by the posts you intend to apply for.
- Review entries carefully before saving, since the saved profile is used to verify every application.
- Keep documents (citizenship, certificates) ready, as they may need to be uploaded or produced for verification.
Select an advertised post and apply
With the profile complete, candidates browse the advertised vacancies and select the post (service, group and level) they are eligible for. The same profile can be used to apply to multiple advertisements, and applications are organised so that each chosen post is tied to your single account.
Before an application is finalised, the portal provides a preview step so details can be checked. As a rule, information should be confirmed as correct before fees are paid, because a paid application is treated as submitted for scrutiny. Always cross-check the post code, group and level against the official advertisement on psc.gov.np.
Upload photo and signature
Each application requires a recent passport-style photograph and a scanned signature, both uploaded through the portal. These are commonly required in JPEG format, with a clear face on a plain light background for the photo and a handwritten signature on white paper. File sizes are kept small (the portal enforces maximum size limits for each image), so candidates usually need to resize or compress the scans before uploading.
Exact pixel and file-size limits are displayed on the upload page itself and can vary between the federal and provincial portals, so applicants should follow the limits shown on screen at the time of applying rather than relying on fixed numbers. Poor-quality or wrongly sized images are a common cause of upload problems.
Pay the application fee
Once the application is ready, the fee is paid through the portal's payment section. The applicant selects the advertisement to pay for, chooses online payment, and the system generates a voucher reference (an EBP number) used to complete the transaction.
Payment can be made with popular digital channels. For wallet payment, the candidate opens the wallet app, finds the Loksewa / government-services option, enters the EBP number, verifies the details and confirms. Fee amounts depend on the post level and category and are set by the Commission, so the current figure for a given vacancy is always shown on the portal and in the advertisement.
- Common methods: eSewa, Khalti, ConnectIPS, internet banking and bank voucher.
- An EBP / voucher number is generated by the portal to link your payment to your application.
- A successful payment confirms submission; keep the payment confirmation for your records.
Track the accepted/rejected list and download the admit card
After the application deadline, the Commission scrutinises applications and publishes lists of accepted and rejected candidates, along with the examination-centre notice, on psc.gov.np. Candidates should check these notices to confirm their application was accepted and to learn their roll number and centre.
The admit card (e-admit card) is downloaded from the online portal: after signing in, candidates open the e-admit card section, where the admit card shows the advertisement details, roll number and the responsible scrutiny office. It is compulsory to print the final admit card with the roll number and bring it to the examination. Exam centres are then confirmed by matching the roll number on the admit card against the centre notice published on the main website.
Federal vs provincial PSC portals
Federalism in Nepal created two recruitment layers. The federal Public Service Commission recruits for the central civil service and many national institutions through psconline.psc.gov.np. In addition, each of Nepal's seven provinces operates its own Provincial Public Service Commission (Pradesh Lok Sewa Aayog) with a separate website and a separate online application portal.
This means a candidate applying to a provincial post must register and apply on that province's own portal, independently of the federal account. Province commissions include Koshi, Madhesh, Bagmati, Gandaki, Lumbini, Karnali and Sudurpashchim, each headquartered in its provincial capital. The application steps mirror the federal process (profile, details, post selection, photo and signature upload, online fee payment and admit-card download), but accounts and notices are managed province by province, so applicants should always use the official portal of the relevant commission.
Loksewa (PSC) Online: How to Register, Apply for Vacancies, Pay the Fee and Download Your Admit Card — FAQ
What is the official website to apply for Loksewa online?+
The federal Public Service Commission's online application portal is psconline.psc.gov.np, reached via the "Online" link. Vacancy notices, accepted/rejected lists, exam-centre notices and results are published on the main website psc.gov.np. Provincial posts are applied for on each province's own Provincial Public Service Commission portal.
Do I need a separate account for each application?+
No. You create one profile (a Screen Name and password) on the portal and reuse it to apply to multiple advertised posts. However, the federal and each provincial commission run separate portals, so you need a separate account on each commission's site.
How do I pay the Loksewa application fee?+
In the portal's payment section, select the advertisement, choose online payment, and use the generated EBP/voucher number to pay through eSewa, Khalti, ConnectIPS, internet banking or a bank voucher. The exact fee depends on the post level and category and is shown on the portal and in the advertisement.
What photo and signature do I need to upload?+
A recent passport-style photograph and a scanned handwritten signature, usually in JPEG format, on plain light backgrounds and within the file-size limits shown on the upload page. Because exact limits can differ between portals and over time, follow the on-screen requirements when you apply.
How do I get my Loksewa admit card?+
After applications are scrutinised, sign in to the online portal and open the e-admit card section to view and print your admit card, which shows the advertisement details and roll number. It is compulsory to bring the printed admit card to the exam, and you confirm your exam centre by checking the centre notice on psc.gov.np against your roll number.
Are the federal and provincial PSC the same?+
No. The federal Public Service Commission recruits for the central civil service and national bodies, while each of Nepal's seven provinces has its own Provincial Public Service Commission with a separate website and online portal. You must apply on the portal that owns the vacancy.
